Planning a hotel or minpaku business in Yokohama | Professional roles and prechecks
BEFORE YOU COMMIT TO A PROPERTY
The roles of administrative scriveners, architects and fire-safety specialists
An early-stage planning guideInformation checked: 4 October 2026
日本語の記事を読むBefore committing to a property or renovation work, check whether your proposed accommodation business can operate at that location and in that building. The licensing, building and fire-safety reviews need to inform the same operating plan.
This article outlines the typical professional roles and early checks for people considering a hotel or minpaku business in Yokohama.
1. Check the operating model and the property
The word “minpaku” does not, by itself, determine the procedure. For paid accommodation using a residential property in Yokohama, clarify whether you are considering a license under the Inns and Hotels Act or a notification under the Private Lodging Business Act.
The private-lodging route has a ceiling of 180 accommodation days per year. The property must meet the residential requirements, and Yokohama’s ordinance restricts operating periods in certain areas. Filing a notification does not make every property suitable for the proposed business. Check the planned operating days, location, the host’s presence or absence, and how the building will be used.

2. Give each specialist a clear scope
Application documents, required information and procedural advice
Building use and compliance review; design and any change-of-use work
Equipment requirements and the scope of estimates, installation and inspections
Procedural advice from an administrative scrivener does not settle every building-compliance or fire-safety question. Yokohama’s guide directs operators converting an existing building into a licensed accommodation facility to consult an architect or other relevant specialist about compliance with building requirements.
Fire-safety requirements depend on factors such as the building’s use, scale and operating arrangements. Consult the fire station and check a contractor’s qualifications and scope. Certain fire-equipment installation and maintenance work requires the relevant fire-equipment qualification.

3. Gather information before contracts or construction
The following information can help identify unanswered questions and the appropriate advisers. You do not need a complete set before making an initial inquiry.
- Property address, floor plans, floor area, number of floors and current use
- Available building confirmation and inspection certificates or other records
- Proposed operating days, guest numbers and the host’s presence or absence
- Ownership or lease arrangements, the landlord’s consent and condominium rules
- Proposed alterations, target timing and an indicative budget
Yokohama asks hotel operators to consult the relevant ward’s environmental health section early in planning, and private-lodging operators to consult the fire station before notification. As the findings may require changes or additional work, it is sensible to clarify the conditions and costs before committing to a property or construction.
4. Agree the work and fees before instructing anyone
Check which tasks are included: consultation, document review, site survey, design, application work, construction or inspection support. Also clarify the cost if you stop after the investigation, who contracts with and invoices you, and what could result in extra charges.
Building and fire-safety checks can be coordinated where appropriate. Use the findings to prepare the license application or notification. Confirm the exact sequence and documents for the property with the relevant authorities.
