Immigration, Permanent Residence & Naturalization Fee Schedule

This page shows reference professional fees for services handled by Tommy’s Legal Service, including Certificate of Eligibility, Change of Status, Extension of Period of Stay, Permanent Residence, Naturalization, family-related matters, Business Manager, Highly Skilled Professional, and related document support.

The final quotation may vary depending on the procedure, urgency, document volume, employer or accepting organization, family circumstances, previous application history, refusal history, additional document requests, and the need for written explanations.

Our professional fees and government filing fees are shown separately. This page also includes the new immigration fees applicable to applications accepted on or after October 1, 2026.

Request application support without an initial paid consultation

If you know which procedure you need or would like a quotation for application support, you can contact us without booking an initial paid consultation.

We will review your case summary and relevant documents, then confirm whether we can accept your case, the scope of support and our quotation. Once you agree, we will proceed with the engagement agreement and initial retainer payment. No consultation fee applies if no paid consultation is held.

If your case requires detailed assessment before we can provide a quotation or decide whether to accept it, we may propose a paid consultation or document review. We will confirm the scope and fee and obtain your agreement before starting that work.

Submitting the form does not create an engagement or require payment.

Before You Check the Fees

All professional fees include consumption tax and routine guidance and communication in English. Government fees, public certificate costs, postage, transportation and external translation costs are separate.

Additional work begins only after you agree to its scope and fee. Filing or attendance already included in the basic fee is not charged again. Expenses advanced by our office are itemized. A 5% online payment fee also applies when expenses are paid through Stripe.

The revised fees apply to new quotations and new consultation bookings after publication of this update on September 12, 2026. Existing quotations, confirmed bookings and ongoing cases are not affected retroactively.

The amounts below are reference professional fees. The final quotation may vary depending on the procedure, urgency, document volume, employer or accepting organization, family circumstances, previous application history, refusal history, additional document requests, and the need for written explanations.

Important: Immigration, permanent residence and naturalization matters can require very different levels of work even when the procedure appears similar. We confirm the applicant’s personal circumstances, employer or business, family background, tax, pension and social insurance status, residence and travel history, previous applications, home-country documents and supporting evidence before issuing a formal quotation.

Government fees and actual expenses: Revenue stamps, government filing fees, postage, translation fees, public certificate fees, transportation and other actual expenses are charged separately unless expressly included in the quotation. A naturalization application itself does not require a government filing fee.

Cabinet decision adopted on August 25, 2026

Government fees for Change of Status, Extension of Period of Stay and Permanent Residence will change for applications accepted on or after October 1, 2026. Applications accepted through September 30, 2026 remain subject to the current fees.

These government fees are payable separately from our professional fees. For further details, see our guide to Japan’s immigration fee revision effective October 2026 .

Payment Methods and Handling Fees

Clients in Japan may pay by GMO Aozora Net Bank transfer or Stripe. Stripe is the standard for clients outside Japan. Listed basic fees include tax. For Stripe payments, our office adds a 5% online payment fee to the amount payable, including professional fees and expenses such as government fees, postage and translation costs. No office online payment fee applies to GMO bank transfers; bank transfer charges are borne by the client.

After our office reviews the inquiry and confirms the applicable fee, we send bank transfer instructions or an individual Stripe payment link. The automatic reply does not contain a payment link or bank details.

Stripe Checkout may display credit cards, Apple Pay, Google Pay, PayPay, or convenience-store payment depending on the device and account. Convenience-store payment is complete only after Stripe confirms receipt.

Japan / overseas classification follows the contract and billing address, not nationality. Bank transfers from overseas, Wise and PayPal require individual arrangements.

Naturalization / Acquisition of Japanese Nationality

Naturalization is different from an immigration status or Permanent Residence application. It is an application to acquire Japanese nationality and is filed with the Legal Affairs Bureau or District Legal Affairs Bureau having jurisdiction over the applicant’s address. The required documents and support scope vary depending on nationality, occupation, family composition, income, taxes, pension, health insurance, travel history, traffic or criminal matters, assets, and family-status documents issued in the applicant’s home country.

Service Basic Fee / Stripe Total (Tax Included) Description / Notes
Naturalization — Salaried Employee From JPY 190,000
Stripe: from JPY 199,500
This reference fee generally applies to employees receiving salary income. The quotation may vary depending on nationality, family relationships, work history, travel history, tax, pension and health insurance records, home-country documents, and other individual circumstances.

Stripe: from JPY 259,350

Stripe: from JPY 69,300 / person
This is an additional reference fee when family members in the same household apply at the same time. A separate quotation may be required for family members living separately, applications under different Legal Affairs Bureau jurisdictions, or materially different circumstances.
Child Under 15 — Same Household From JPY 38,000 / child
Stripe: from JPY 39,900 / child
The ordinary additional-family-member fee is not charged on top of this child fee. This reference fee applies when a child under 15 applies together with a parent. A parent or other legal representative must handle the necessary procedures on behalf of the child.
Additional Company or Business From JPY 38,000 / entity
Stripe: from JPY 39,900 / entity
An additional fee may apply for each additional company or business involving the applicant or a household member because financial statements, taxes, social insurance and actual business activity may need to be reviewed separately.
Previous Denial / Complex Naturalization Matter Quotation required An individual quotation is required for matters involving a previous denial, criminal history, serious or repeated traffic violations, long absences from Japan, tax, pension or social insurance issues, or inconsistencies in family or civil-status documents.
Translation of Home-Country or Other Documents Quotation required The fee depends on language, volume, document format, issuing country, difficulty and deadline. Documents written in a foreign language generally require a Japanese translation.
  • No government filing fee is charged for a naturalization application itself.
  • Home-country documents, Japanese public certificates, translation, postage, transportation and other actual expenses are charged separately.
  • In principle, the applicant must personally attend the Legal Affairs Bureau or District Legal Affairs Bureau having jurisdiction over the applicant’s address.
  • Our support may include eligibility review, preparation of a document checklist, preparation of application forms and a statement of reasons, review of home-country documents, attendance at preliminary consultation or filing, and response to additional document requests, only to the extent stated in the quotation.
  • Our review and document support do not guarantee permission. The decision depends on the applicant’s individual circumstances and the examination by the competent authorities.

Government Filing Fees / Revenue Stamps

Government filing fees and revenue stamps are payable separately from our professional fees. Fees for Change of Status, Extension of Period of Stay and Permanent Residence will change for applications accepted on or after October 1, 2026. The applicable amount depends on the date the application is accepted.

Which fee applies: The current fee applies to applications accepted through September 30, 2026. The new fee applies to applications accepted on or after October 1, 2026. The relevant date is the application acceptance date, not the date permission is granted.

Change and extension fees: The fee is determined by the period of stay actually granted after examination—not merely the period requested—and by whether the procedure is handled at the counter or online.

  • A reduction may be available under the applicable guideline in limited cases involving financial hardship equivalent to public-assistance level together with humanitarian considerations. Eligibility is determined individually.
