How to Respond to a Request for Additional Documents
In Business Manager visa renewal cases, Immigration may issue a request for additional documents after filing. In many cases, Immigration wants to confirm the substance and continuity of the business, the applicant’s actual management activities, and the company’s compliance with taxes, social insurance, labor insurance, and required business licenses. The key is to submit consistent explanations and evidence within the deadline.
Key conclusion: Responding to an additional document request is not simply about submitting many documents. What matters is that the explanation forms, questionnaires, and supporting evidence answer Immigration’s concerns consistently. Do not confuse unpaid, not yet due, not applicable, and pending procedures.
Three points to check first
Check the submission deadline, destination, submission method, and whether originals or copies are required.
The notice may be checking business substance, management activities, public dues, licenses, social insurance, or other compliance issues.
Make sure the application form, reason statement, financial statements, explanation forms, questionnaires, and certificates do not contradict each other.
If you expect to miss the deadline
Match the notice to the applicant, application number and application type. Check the deadline, responsible office, destination, submission method and specified forms. If a document will not be ready, contact the department named in the notice before the deadline, explain what is missing, why, and when it can be obtained, and ask how to proceed.
Contacting the office does not itself extend the deadline. Confirm any revised deadline or permission for separate submissions and record the date, officer and instructions.
What Immigration examines in Business Manager renewals
Business Manager status requires more than the mere existence of a company. Immigration reviews whether the applicant is actually managing or operating a business in Japan, whether the business is continuing, and whether the company has completed legally required procedures.
In renewal cases, Immigration focuses on what happened after the previous permission. If there have been changes in sales, clients, office, director remuneration, employees, taxes, social insurance, labor insurance, or licenses, Immigration may request additional explanations.
Practical caution: Receiving a request for additional documents does not automatically mean refusal. However, unclear answers, missing evidence, or contradictions between explanations and documents can seriously harm the case.
Official explanation form, free-format statement and individual questionnaire
Distinguish official forms from individual requests: ISA publishes a renewal-specific Explanation Form for Application: official PDF / official Word (checked September 9, 2026). It differs from the COE/change-of-status form.
The document explaining actual management activities during the latest period of stay is listed as free format. For an individual questionnaire or additional-document request, follow the actual notice and any attached form. This does not mean every applicant must complete the same questionnaire.
The official explanation form differentiates the evidentiary period according to whether this is the first or a subsequent renewal and whether obligations were outstanding or procedures pending at the previous application. Check the original instructions.
In Business Manager renewal cases, Immigration may ask for explanation forms or questionnaires in addition to the standard renewal documents. The exact title and wording may vary depending on timing, regional office, and case details.

Fast checklist for preparation
Once you receive the notice, break down what Immigration is asking for. In Business Manager renewal cases, the following five areas are often important.
- Social insurance: health insurance, employees’ pension, enrollment status, payment status, and applicability
- Labor insurance: workers’ accident insurance, employment insurance, establishment notification, estimated/final premiums, and payment status
- Taxes: corporate tax, consumption tax, withholding tax, local corporate tax, enterprise tax, and individual resident tax
- Licenses and permits: secondhand dealer, restaurant, transport, construction, travel, dispatch, or other required licenses depending on business type
- Business substance: office, clients, sales, contracts, invoices, bank transactions, director remuneration, and employees
When it is “not yet due,” not “unpaid”
A payment notice not being issued or received does not establish that payment is not yet due. Confirm the relevant period, statutory due date, payment obligation and actual payment status through records or the responsible authority. Do not claim there are no arrears solely because no notice has arrived.
Incomplete enrollment and unpaid premiums are separate issues. The example below applies only where acceptance of the filing and the absence of amounts already due have been verified. Use only statements matching the facts and identify anything still unverified.
- Procedure: filed and accepted
- Invoice: payment notice has not yet been issued
- Due amount: no amount is currently due
- Overdue amount: none for amounts whose due date has arrived
- Next step: payment will be made promptly upon receipt of the notice
When the questionnaire compares current activities with a previous business plan
A questionnaire may ask whether current business activities are the same as those described in the previously submitted business plan. However, in some cases, no formal business plan was submitted in the previous application.
In that case, confirm which documents were used to explain the business in the previous application, then explain whether current activities are the same as or different from those previous explanations.
Sample wording: Although no formal business plan was submitted in the previous application, the applicant is currently continuing the same business activities as those explained in the application form, reason statement, company materials, and other submitted documents. Any changes are explained below.
Final check before submission
Organize documents in the order of the notice or explanation form so that each document clearly corresponds to a question.
Check applicant signatures, company representative details, dates, creation dates, and certificate issue dates.
Keep a stamped copy for counter submission, tracking number for postal submission, or submission record for online filing.

Transitional treatment does not remove the need to explain business and payment records
For holders of Business Manager status from before the revision, ISA explains that renewal applications during the period through October 16, 2028 will not be refused solely because the new criteria are unmet. Renewal is not automatic: business conditions and prospects of meeting the new criteria remain relevant.
After that period, compliance with the new criteria is required in principle. ISA also describes an overall assessment where business conditions are sound, corporate-tax and other payment obligations are properly fulfilled, and the new criteria are expected to be met by the next renewal, taking other residence circumstances into account. October 16, 2028 is not a universal departure deadline.
