Disclosure Based on the Act on Specified Commercial Transactions
This page explains the transaction terms for paid consultations, online consultations, Gyoseishoshi administrative scrivener services, Japanese immigration procedures, foreign employment support, and Registered Support Organization-related services provided by Tommy’s Legal Service.
The final professional fee, scope of service, payment terms, and other conditions will be confirmed by quotation, agreement, invoice, consultation terms, or other case-specific documents.

This page shows the transaction terms when applying for our services through the website, inquiry forms, online consultations, payment links, or similar means. Because Gyoseishoshi services depend on the facts of each case, complexity, required documents, filing office, and additional work, the final fee may be determined by individual quotation.

Description of Services
The main services provided by our office are as follows.
- Consultation, document preparation, and application support related to Gyoseishoshi administrative scrivener services.
- Change of Status of Residence, Extension of Period of Stay, Certificate of Eligibility, Permanent Residence, Naturalization-related consultation, and other immigration procedures.
- Foreign employment support, Engineer / Specialist in Humanities / International Services, Business Manager, Intra-company Transferee, Specified Skilled Worker, and Registered Support Organization-related matters.
- Paid consultation, online consultation, document review, statements of reason, explanatory documents, business plans, and related documentation.
- Company incorporation, permits and licenses, and other services permitted under the Gyoseishoshi Act.
- Quotation, billing, document review, communication, delivery, additional document handling, and other incidental services related to the above.
Service Fees
Consultation Fee Credit upon Formal Engagement
If you formally engage our office and we accept the same matter within 30 days of the consultation date, one paid basic consultation fee will be credited toward the application professional fee. The online payment fee is excluded from this credit. The credit will be deducted from the initial retainer invoice and shown in the quotation and invoice.
Separately quoted detailed document review, written work, government fees and actual expenses are excluded. A fee for a consultation already provided is not refundable if you do not proceed with formal engagement.
The revised fees apply to new consultations and new quotations after this update was published on September 12, 2026. Existing quotations, confirmed bookings and ongoing cases are not affected retroactively.

Additional Costs Other Than Service Fees
In addition to the displayed price or quoted amount, the following costs may arise.
- Japanese consumption tax.
- Immigration application fees, revenue stamps, registration license tax, certificate issuance fees, municipal office fees, Legal Affairs Bureau fees, and other official fees.
- Postage, Letter Pack, courier fees, transportation expenses, travel fees, and accommodation expenses.
- Translation fees, interpretation fees, external professional fees, and additional document acquisition costs.
- Bank transfer fees.
- For Stripe payments, our office adds a 5% online payment fee to the amount payable, including professional fees and expenses.
- Additional professional fees for urgent handling, nighttime or holiday handling, counter filing, accompaniment, waiting time, and similar additional work.
Payment Methods
| Standard Method | Clients in Japan may pay by GMO Aozora Net Bank transfer or Stripe. Stripe is the standard for clients outside Japan. Listed basic fees include tax. For Stripe payments, our office adds a 5% online payment fee to the amount payable, including professional fees and expenses such as government fees, postage and translation costs. No office online payment fee applies to GMO bank transfers; bank transfer charges are borne by the client. After review, our office sends the confirmed total and individual payment instructions. Payment links are not displayed on public pages or in automatic replies. |

Convenience Store Payment
When convenience store payment is used, the maximum payment amount per transaction is JPY 300,000. Payments exceeding JPY 300,000 cannot be made by convenience store payment. In such cases, we will guide you to bank transfer or another payment method designated by our office.
- Convenience store payment is used through a Stripe payment link or billing instruction provided by our office.
- Issuance of a payment number, reception number or barcode does not complete payment. Payment is treated as complete only after payment at the store and confirmation of receipt in Stripe.
- Convenience store payment has a payment deadline. If the deadline passes, we may issue a new bill or guide you to another payment method.
- The eligible service, amount, and payment timing for convenience store payment will be shown in the quotation, invoice, payment screen, or individual instruction.
- For cases exceeding JPY 300,000, or cases where installment or multiple payments are not appropriate, we will guide you to bank transfer or another method instead of convenience store payment.
Payment Timing
- Paid consultation: Payment is due after the scope and fee have been confirmed and before the consultation.
- Gyoseishoshi services: In principle, 50% of the quoted fee is payable as a retainer after the scope and fee have been confirmed and before work begins. The balance is payable upon approval, before delivery, or by the due date stated on the invoice.
- Actual expenses: In principle, expenses are prepaid or billed after they arise.
- Additional work: Additional fees may be billed before or after the additional work, based on a quotation or invoice.
- Overdue unpaid amounts after the due date stated on the invoice may be subject to late payment damages at an annual rate of 14.6%.
Timing of Service Provision

The automatic reply only confirms receipt and does not contain a Stripe payment link or bank details. We will then send the confirmed fee and individual payment instructions. After Stripe online payment or bank transfer is confirmed, our office will check the schedule and confirm the appointment. For convenience store payment, payment is treated as confirmed only after payment at the store and confirmation of receipt in Stripe. Application Method and Contract Formation
- Applications may be made through the inquiry form, phone, WhatsApp, Official LINE, WeChat, consultation, email, or other methods designated by our office.
- For paid consultations, the client first submits the booking form with name, contact information, preferred dates and times, consultation topic, current situation, and planned payment method. The reservation is confirmed when our office confirms the consultation date, content, fee, and payment or bank transfer status.
- For Gyoseishoshi services, work generally starts when our office confirms the quotation, agreement, power of attorney, application details, and payment of the retainer or designated fee.
- We may refuse engagement if there is a conflict of interest, illegality, risk of false or improper application, insufficient identity confirmation, insufficient documents, or if the matter is outside our service scope.
Cancellation, Refunds, and Termination
Because Gyoseishoshi services involve factual review, document review, strategy review, and document preparation for each case, refunds after work has started are limited. If an individual quotation, agreement, invoice, or consultation terms separately states different conditions, those individual conditions take priority.
| Cancellation of Paid Consultation |
If cancellation is made at least 24 hours before the scheduled consultation start time, a full refund is available. No refund is available for cancellation within 24 hours, no-show, or after the consultation time has passed. |

| Refund After Online Payment | If a refund is approved, it will generally be processed to the original payment method. Refund procedures and posting times may differ for credit cards, Apple Pay, Google Pay, PayPay, convenience store payments and other methods. The time required for the refund to appear depends on Stripe, the relevant payment provider, financial institution or card issuer. |
| Termination of Gyoseishoshi Services | If the client cancels, withdraws, or terminates the matter for the client’s reason, settlement will be made according to the progress of the case. The retainer is generally non-refundable, and additional work or actual expenses already incurred may be charged separately. |
| Denial or Non-Acceptance |
Our office does not guarantee approval, acceptance, or a favorable result by Immigration or other administrative authorities. Whether the remaining balance is charged in the event of denial depends on the individual agreement or quotation terms. Government fees, actual expenses, and costs already incurred are non-refundable. |
| Cooling-Off |
In principle, the cooling-off system under the Act on Specified Commercial Transactions does not apply to mail-order or online applications made through websites, inquiry forms, email, messaging apps, online payment links, or similar means. However, if separate cancellation terms are provided, those terms will apply. |
Validity Period of Offers
If a quotation, invoice, payment link, consultation schedule, or other notice states a validity period, please apply or make payment within that period. If the period expires, we may need to reconfirm the fee, consultation date, scope of work, and timing of commencement.
Online Consultation and System Requirements
When using online consultations, online meetings, electronic file exchange, online payment, or similar services, the user is responsible for preparing an internet connection, device, browser, applications, email, PDF viewer, and other necessary environment.
- Our office is not responsible if the service cannot be used due to the user’s communication environment, device problems, application problems, or email delivery failure.
- Recording, video recording, or screenshots of online consultations must not be made without prior consent.
- When sending documents, please take care to avoid misdelivery, unintended sharing with third parties, and improper password management.
Permits, Approvals, and Application Results
Our office does not guarantee permission, certification, approval, registration, acceptance, or any other result by an administrative authority.
The result depends on the applicant’s facts, the employer’s or accepting organization’s situation, submitted documents, screening standards, the administrative authority’s judgment, and responses to additional document requests.
Scope and Limitation of Liability
Where the Office is liable to the client in connection with the relevant services, liability arising from the Office’s ordinary negligence shall be limited to ordinary and direct damages. The Office’s aggregate liability shall not exceed the greater of (i) the Gyoseishoshi professional fees actually received by the Office for the relevant services or (ii) JPY 1,000,000.
This limitation does not apply to damage caused by the Office’s wilful misconduct or gross negligence, death or personal injury, or any liability that cannot be limited under applicable law.
This clause does not limit any obligation under the Act on the Protection of Personal Information or other applicable law to report an incident, notify affected individuals, investigate the cause, prevent further damage, take corrective action, or any administrative or criminal responsibility, or liability to any third party who is not a party to the relevant engagement.
If an individual quotation, agreement or other engagement terms provide different conditions, those individual conditions will prevail.

Special Notes
- The contents of this page may be changed without prior notice.
- If an individual quotation, agreement, invoice, consultation terms, power of attorney, or other case-specific document provides different terms, the individual terms take priority.
- If illegality, improper application, false declaration, name lending, forged documents, or an unlawful purpose is suspected, we may refuse consultation or engagement, or discontinue the work.
- We do not handle matters outside the scope of Gyoseishoshi services or matters that may violate the Attorney Act, Certified Tax Accountant Act, Judicial Scrivener Act, Labor and Social Security Attorney Act, or other laws. If necessary, we may suggest consultation with another professional.
