Immigration, Visa & Status of Residence Fee Schedule

This page shows reference professional fees for immigration procedures handled by Tommy’s Legal Service, including Certificate of Eligibility, Change of Status, Extension of Period of Stay, Permanent Residence, family-related cases, Business Manager, Highly Skilled Professional, and related immigration support.

The final quotation may vary depending on the application type, urgency, document volume, employer or accepting organization, previous immigration history, refusal history, additional document requests, and the need for written explanations.

Please review the individual quotation or agreement and our Commercial Disclosure for the final scope of services, engagement terms and scope of liability. Individual terms will prevail if they provide different conditions.

Request application support without an initial paid consultation

If you know which procedure you need or would like a quotation for application support, you can contact us without booking an initial paid consultation.

We will review your case summary and relevant documents, then confirm whether we can accept your case, the scope of support and our quotation. Once you agree, we will proceed with the engagement agreement and initial retainer payment. No consultation fee applies if no paid consultation is held.

If your case requires detailed assessment before we can provide a quotation or decide whether to accept it, we may propose a paid consultation or document review. We will confirm the scope and fee and obtain your agreement before starting that work.

Submitting the form does not create an engagement or require payment.

Before You Check the Fees

The revised fees apply to new consultations and new quotations after this update was published on September 12, 2026. Existing quotations, confirmed bookings and ongoing cases are not affected retroactively.

The amounts below are reference professional fees. The final quotation may vary depending on the application type, urgency, document volume, employer or accepting organization, previous immigration history, refusal history, additional document requests, and the need for written explanations.

Important: Immigration applications can require very different levels of work even when the application type looks the same. We confirm the applicant’s personal situation, employer or accepting organization, family background, tax and social insurance status, previous applications, and supporting evidence before issuing a formal quotation.

Government fees and actual expenses: Immigration revenue stamps, government fees, postage, translation fees, certificate issuance fees, transportation, and other actual expenses are charged separately unless expressly included in the quotation.

Payment Methods and Handling Fees

Clients in Japan may pay by GMO Aozora Net Bank transfer or Stripe. Stripe is the standard for clients outside Japan. Listed basic fees include tax. For Stripe payments, our office adds a 5% online payment fee to the amount payable, including professional fees and expenses such as government fees, postage and translation costs. No office online payment fee applies to GMO bank transfers; bank transfer charges are borne by the client.

After our office reviews the inquiry and confirms the applicable fee, we send instructions for the selected payment method. The automatic reply does not contain a payment link or bank details.

Stripe Checkout may display credit cards, Apple Pay, Google Pay, PayPay, or convenience-store payment depending on the device and account. Convenience-store payment is complete only after Stripe confirms receipt.

Wise or PayPal may be offered only as an exception when our office determines it is appropriate.

Government Fees and Application Receipt Dates

Government fees are separate from our professional fees. The application receipt date, rather than the permission date, determines which rates apply.

Applications received by September 30, 2026

Change and extension: JPY 6,000 at the counter or JPY 5,500 online. Permanent residence: JPY 10,000. These rates still apply if permission is granted on or after October 1.

Applications received on or after October 1, 2026

Change and extension fees depend on the period of stay actually granted and the filing method: JPY 10,000–75,000 at the counter or JPY 10,000–65,000 online, plus an online processing fee of JPY 330 or JPY 550. Permanent residence permission costs JPY 200,000. These fees are generally paid when permission is granted.

Online payment from October 1, 2026

For online applications received on or after October 1, 2026, payment is by convenience store or bank payment, with a separate processing fee. Revenue stamps, credit cards and QR code payments cannot be used. The official payment email comes from no-reply@service-dgft.com. Applications received by September 30 retain the old fees and revenue-stamp payment method, even if permission is granted later. Counter applications continue to use revenue stamps. If you submit evidence for a fee reduction, apply at the counter: the online system does not support reductions.

These government charges are separate from our professional fees and our Stripe payment arrangements. Detailed payment operating instructions and supporting-document guidance for reductions remain subject to further official publication.

The online government fees for re-entry permits and Certificates of Authorized Employment remain unchanged, but a JPY 220 processing fee applies to applications received on or after October 1.

Consultation Fee

Consultation Scope and Advance Review

The fixed fee is JPY 11,000 including tax for a standard 60-minute consultation, or JPY 22,000 including tax for a specialist / complex 60-minute consultation. Stripe payments incur our office’s additional 5% online payment fee.

Simple advance review of up to 5 A4-equivalent pages is included. Six or more pages, or documents requiring detailed research or cross-checking regardless of page count, may require a separately agreed additional fee or quotation.

A standard consultation covers eligibility, documents and next steps for one main matter, including ordinary immigration, family, permanent residence or naturalization questions. Specialist consultation covers preliminary analysis within the consultation time, such as points-based permanent residence without Highly Skilled Professional status, Business Manager, reapplication after refusal, tax or pension issues and comparison of application routes. Completed application forms or point calculation sheets, detailed point and evidence checks at multiple dates, full evidence review, detailed research and written opinions are separately quoted.

We confirm the category, scope and total before payment. Additional work begins only after you agree to its scope and fee. Consultation fees are payable after the scope and total have been confirmed and before the consultation, using GMO bank transfer or an individual Stripe payment link as arranged with our office. No payment is required when submitting the inquiry form.

Consultation Fee Credit upon Formal Engagement

If you formally engage our office and we accept the same matter within 30 days of the consultation date, one paid basic consultation fee will be credited toward the application professional fee. The online payment fee is excluded from this credit. The credit will be deducted from the initial retainer invoice and shown in the quotation and invoice.

Separately quoted detailed document review, written work, government fees and actual expenses are excluded. A fee for a consultation already provided is not refundable if you do not proceed with formal engagement.

Industry-Specific Review

Corporate cases vary by industry, company size, job duties, employment structure, and previous foreign employee management. We issue a quotation after confirming the expected work.

Payment Timing

  • In principle, 50% of the professional fee is payable as a retainer after the scope and fee have been confirmed and before work begins.
  • The remaining balance is generally payable upon permission, before delivery of documents, or before completion of the service.
  • Government fees, revenue stamps, postage, public certificates, translation fees, transportation, and other actual expenses are generally settled separately.
  • Documents, residence cards, and other deliverables are generally delivered after payment is confirmed.
  • Please check the payment methods page for available payment options.
  • Unpaid balances after the invoice due date may be subject to late payment damages at an annual rate of 14.6%.

Some matters cannot be estimated accurately from the application category alone. In the following cases, an individual quotation is generally required.

  • Reapplication after refusal
  • Cases where Immigration has issued an additional document request
  • Long absence from Japan, many job changes, unclear job duties, or unstable income
  • Issues relating to taxes, pension, health insurance, or social insurance
  • Business Manager cases requiring detailed business plan, financial explanation, or proof of actual business activity
  • Review of status options during or after refugee application procedures
  • Large-scale corporate applications, multiple simultaneous applications, or overseas sending organization coordination
